What is the problem?
In the work on the joint AI plan, representatives from the sector have pointed to numerous challenges, wishes and needs. They have also contributed recommendations that will promote the safe and effective use of AI in the health and care services. For example, a number of stakeholders want to see arenas for the sharing of experiences, the re-use of materials or common methods to scale solutions more effectively.
Proximity to the health and care service will be important to ensure that needs are appropriately addressed and suitable measures implemented. AI-based services are being taken into use and developed at a rapid pace and needs will also change rapidly. Identifying suitable measures will be challenging given the rapid development and introduction of AI.
What do we want to achieve?
The Norwegian Directorate of Health will establish a series of seminars where the health authorities and health and care services work together to consider relevant topics relating to the use of AI. These seminars will facilitate the sharing of experiences, the discussion of needs and possible measures and the clarification of responsibilities – in line with the rapid development and introduction of AI. The seminars will have broad involvement, with a more focused agenda aimed at the topic concerned, ensuring that the work is both relevant and current.
The topics will initially be chosen based on already identified needs and recommendations described in this report (mainly in Chapters 4 and 5). Possible topics include validation and use, benefit potential and realisation, barriers and funding needs, access to data and infrastructures for training, fine-tuning and validation of AI models, competence concerning use, development and fine-tuning of large language models, and applications for large language models. In addition, new topics can also be introduced, in line with new or changing needs.
How to do it
Around two to three such seminars will be arranged during the six-month period. Where possible, the meetings will take place in various parts of the country. The topic for each seminar will be prioritised by the AI Advisory board.
The target group for each seminar will vary depending on the subject matter. The series of seminars will identify and work with existing networks and meeting places relevant to the topics concerned.
Through the seminars, participants will be able to:
- Share experiences and possible ways of addressing challenges
- Promote and broaden appropriate AI applications
- Obtain specific input on and clarified needs for measures that will be close to the service
- Clarify roles and responsibilities and any need for new roles
After each seminar, an individual report or article will be produced and published on the AI information page. These reports could typically set out the status of the area, summarise experiences and/or identify challenges that must be overcome through national cooperation.
The Norwegian Directorate of Health will be responsible for the series of seminars, and the contributions will largely come from the area of the sector that is relevant to the chosen topic.
At the end of the period covered by the plan, the benefits of the series of seminars will be evaluated, and an assessment carried out to determine whether the series should be continued and possibly adjusted.
