Apply for authorisation as a Medical Practitioner (lege) – educated in the EU/EE
Before you apply
Have you graduated from Poland before September 2016? If so, you must attach a personal certificate issued by the Polish health authorities in addition to your diploma when applying for authorization. Documents required for your application
- Diploma/Degree Certificate
a) If you have graduated, but still have not been issued a diploma, you must attach a formal confirmation of the obtained degree (Degree Certificate)
- Transcript/Diploma Supplement

Confirmation that your education meets the minimum requirements of the EU Professional Qualifications Directive
a) This document is often referred to as a Certificate of Conformity
b) It must be issued by the competent recognition authority in your country of education and must be in English

Confirmation of your professional status (right to practice) in your country of education and any other EEA countries
a) This document is often referred to as a Certificate of Current Professional Status (CCPS) or Certificate of Good Standing
b) It must be issued by the competent recognition authority in your country of education and in any other EEA countries where you have practiced
c) The document must be in English and not older than three (3) months at the time it is submitted to the Norwegian Directorate of Health
Your responsibility as an applicant
You are responsible for ensuring that you submit the required documents with your application. In some countries, physical attendance at the competent authority may be required to obtain certain documents. It is your responsibility to obtain all necessary documentation.

Exceptions for certain countries
- If you have an education from a Nordic country or Poland, you do not need to document a Certificate of Conformity or Certificate of Current Professional Status
- If you have the right to practice in a Nordic country but obtained your education in an EEA country outside the Nordic region, you must provide the Certificate of Conformity and Certificate of Current Professional Status from your country of education
Possible additional documentation
- Proof of the right to practice as a medical practitioner from your country of education and/or another country (registration/authorisation/license)
- Certificate of relevant work experience after completing your education, including details of job type and responsibilities
a) The certificate must be issued on official letterhead and/or stamped document from the workplace
b) It must be signed by the employer, such as a department head, with their name and position printed in addition to the signature
c) It must include the contact information of the workplace
Please note the following regarding your documents
- All documents must be scanned as PDF-copies of the original documents. If the original documents are in colour, the scanned copies attached to the application must also be in colour. Photographs of documents will not be accepted.
- If an original document has multiple pages, all scanned pages must be assemled into one document and in the correct order.
- All pages must be rotated correctly.
- All original documents that are not in Norwegian, Swedish, Danish or English must be translated into one of these languages by a authorised translator. The translation must be scanned/submitted in the same file as the original document.
Any attempt to obtain recognition with fraudulent documents will be reported to the police.
NB! For the educational documents, it is sufficient with original documents of diploma and transcript/diploma supplement. The Norwegian Directorate of Health can request translated educational documents if necessary.

NB! Applicants without a Norwegian national ID or D number must use alternative login in Altinn.
You must attach a scanned copy of passport or European ID card in your application.
First name and surname in the application form must be the same as in the passport/ID card, and be written in the same order.

You pay the processing fee when you apply
You must pay a processing fee of NOK 1.665,-
You pay the fee in Altinn when you register your application.
Processing time is 3 months
The case processing time will be extended if the application lacks necessary documentation.

Have you been admitted to a study program or have you started your education in a country without integrated practical training before 2012?
